This was the dominant tactic of the early 2000s, complete with dedicated directories and “links page” conventions, and its decline is instructive. Reciprocal linking stopped working because it was trivially easy to identify at scale — the pattern is symmetrical, and symmetry is exactly what algorithms detect cheaply. Anything that can be automated by both parties tends to have a short commercial life for that reason.
